15. Action on inquiry report  (1) The disciplinary authority, if it is not itself the inquiring authority may, for reasons to be recorded by it in writing, remit the case to the inquiring authority for further inquiry and report and the inquiring authority shall thereupon proceed to hold the further inquiry according to the provisions of Rule 14, as far as may be.  (2) The disciplinary authority shall forward or cause to be forwarded a copy of the report of the inquiry, if any, held by the disciplinary authority or where the disciplinary authority is not the inquiring authority, a copy of the report of the inquiring authority together with its own tentative reasons for disagreement, if any, with the findings of inquiring authority on any article of charge to the Government servant who shall be required to submit, if he so desires, his written representation or submission to the disciplinary authority within fifteen days, irrespective of whether the report is favourable or no

14. PROCEDURE FOR IMPOSING MAJOR PENALTIES: (1) No order imposing any of the penalties specified in clauses (v) to (ix) of Rule 11 shall be made except after an inquiry held, as far as may be, in the manner provided in this rule and rule 15, or in the manner provided by the Public Servants (Inquiries) Act, 1850 (37 of 1850), where such inquiry is held under that Act. होली आती है चली जाती वैमनस्यता पर होली का रंग चढ़ता ही नहीं है अपने भीतर के मलाल से लोगों ने भाई- चारे के गुलाल को धो दिया है अब भाभी देवर दोनों के रिश्ते ‌में हंसी- ठिठोली की मिठास कहां रह गई है ! अब होली में निरहुआ भाभी की चिकोटी के बिना ही रह जाता है हर भाभियां भी आज निरहुआ  से डरी हुई हैं‌ रंग पुतवाए बिना ही पड़ी हुई हैं बस औपचारिकता ही शेष रह गई है टूटे हुए संबंध होली का पड़ाव भी पार कर जाते हैं होलिका हर साल जल जाती‌ है लेकिन कटुता बच‌ जाती है अपने विजयी होने पर दंभ भरकर भाई- चारे को चिढ़ाती है मुंह बिराती है यह एक यक्ष प्रश्न खड़ा है मेरे सामने पूरी तरह से निरुत्तर पड़ा है आज के दिन नफ़रत के उरग का‌ फन मिलकर सबको कुचलना ‌होगा उसकी सत्ता- समाप्ति के लिए किसी न किसी को गरल पीना होगा सौहार्द को गले लगाना होगा और होली ‌में सद्भावों का रसपान कराना होगा नहीं तो होली हो ली ही रह जायेगी ! डॉ०  सम्पूर्णानंद मिश्र जी की अन्य कविताएं पढ़ें

CCS(CCA) rules Government of India Decisions in respect of penalties; 1. Departmental action in respect of misconduct committed in earlier employment:-  It is clarified that the provision of Rule 11 of the CCS(CCA) Rules, 1965, which envisages the imposition of penalties on Government servant for 'good and sufficient reason' is adequate authority for taking action against a Government servant in respect of misconduct committed before his employment if the misconduct committed before his employment was of such a nature as has rational connection with his present employment and renders him unfit and unsuitable for continuing in service.
